The Malawi Communications Regulatory Authority (MACRA) is a statutory body established under the Communications Act, 1998 to regulate the provision of services in the communications sector in Malawi, comprising telecommunications, postal and broadcasting.

MACRA is inviting suitable persons to apply for the following vacant positions tenable at its Blantyre Head Office.

  • NATIONAL ADDRESSING MANAGER

 

Duties and responsibilities

  1. Create and maintain comprehensive project documentation
  2. Develop comprehensive project plans to be shared with stakeholders
  3. Institute best practices in the management of the project
  4. Measure project performance using appropriate systems, tools and techniques
  5. Perform risk management to minimize project risks
  6. Use appropriate verification techniques to manage changes in the project scope, schedule and costs
  7. Establish the appropriate relationships and systems of communication with all key institutions and stakeholders in the project
  8. Undertake project monitoring and evaluation
  9. Any other duties as assigned from time to time

Qualifications/Personal attributes

  • Must possess a minimum of a Bachelors degree in Project Management, Business Administration or any Social Science degree
  • 5 years experience in project management
  • PMP / PRINCE II certification is a plus.
  • Working knowledge of Microsoft Excel
  1. LICENCING MANAGER

 

Duties and responsibilities

  1. Oversee and manage licensing processes and procedures
  2. Develop and oversee procedures and processes to improve licensing
  3. Provide advice, information and guidance on licensing matters and related areas to licensees, public and relevant stakeholders
  4. Assist in any license related negotiations
  5. Periodically facilitate the review of licensing procedures and processes
  6. Coordinate the processing of license applications to ensure compliance with licensing requirements for the evaluation team
  7. Assist in the preparation of licensing reports
  8. Manage operation and maintenance of licensing database and register
  9. Any other duties incidental to licensing or the legal department as assigned by the Director of Legal services from time to time.

Qualifications/Personal attributes

  • A minimum of a bachelor degree in law. Masters degree in law or any related discipline will be added advantage.
  • Excellent verbal and written skills, sound judgment and decision making ability, proven track record in effective record keeping and management of staff, Strong interpersonal, report writing, advocacy, negotiating and presentation skills, work independently with minimum supervision.
  • Must be admitted at the Bar to practice Law in Malawi
  • Minimum of five (5) years experience relevant experience;
  1. BROADCASTING MONITORING OFFICER

Duties and responsibilities

  1. Monitors and analyses local news and programmes.
  2. Operates broadcasting monitoring equipment.
  3. Handles public criticisms and complaints on what has been broadcast.
  4. Monitors compliance of license terms and conditions.
  5. Captures and manages broadcast data.
  6. Prepares weekly monitoring reports.
  7. Carry out quarterly broadcasting technical audit.

Qualifications/Personal attributes

  • Diploma in Journalism
  • At least three years experience in the broadcasting field.
  • DATABASE OFFICERS (2)

 

Duties and responsibilities

  1. Responsible for the daily maintenance of the project database to ensure integrity of all data
  2. Checking for data accuracy and altering records accordingly
  3. Database validation and cleansing on a regular basis
  4. Validation of data entry by creating complex queries to facilitate changes where required
  5. Maintaining Tables and configurations
  6. Data development and integration with other database systems
  7. Proactively monitor data protection laws and regulations/guidelines and how this impacts processes, input, management and use of data
  8. Coordinate and develop procedures manual
  9. Train users and answer user queries

Qualifications/Personal attributes

  • A minimum of Advanced or Higher diploma in Computer related qualifications.
  • Experience and qualification in database management
  • Project Management experience
  • Certification or willingness to become qualified in SQL
  • Advanced knowledge in MS Office particularly in Excel
  • Ability to communicate complex data, analysis, or technical information to non-technical/analytical users within written or verbal formats
  • Ability to understand and work with basic level SQL
  • SPECTRUM MONITORING OFFICERS (2)

 

Duties and responsibilities

  1. Undertakes daily monitoring of frequencies to determine utilization in relation to prescribed license conditions
  2. Captures data on all equipment on technical specifications for existing and new spectrum licensees
  3. Provides technical assistance to all spectrum    users and solutions to all frequency interference problems
  4. Prepares spectrum utilization reports based       on operators’ technical audit
  5. Maintains the Frequency Management and Monitoring (FMM) equipment with all its associated remote stations
  6. Prepares reports on operators of FMM equipment

Qualifications/Personal attributes

  • Must have a Diploma in Telecommunications or its equivalent, those with a strong MSCE with good grades in Mathematics and Sciences may be considered;
  • Must have at least 5 years of experience in RF planning, frequency planning, and  optimization of mobile cellular networks;
  • Ability to work with minimum supervision;
  • Must have a capacity to learn new skills and competencies.

 

  • SPECTRUM PLANNING OFFICER (2)

 

        

Duties and responsibilities

  1. Undertakes initial technical analysis for operators regarding spectrum planning,       allocation, and assignment
  2. Participates in cross-border coordination on spectrum usage and frequency assignments
  3. Allocates frequency for different spectrum services
  4. Processes radio licenses for all spectrum licensees
  5. Participates in resolving interference problems among operators
  6. Updates the established national frequency band plan

Qualifications/Personal attributes

  • The desired candidate must possess the following qualifications and experience:
  • Must have a Diploma in Telecommunications or its equivalent. A degree will be an added advantage.
  • Must have at least 3 years of experience in RF planning, frequency planning, and optimization of mobile cellular networks.
  • Ability to work under pressure and flexibility of work hours
  • Must have high quality inter-personal skills
  • QUALITY ASSURANCE OFFICERS (2)

 

 

Duties and responsibilities

  1. Carry out technical audits (e.g. quality of service drive tests) when necessary
  2. Monitor network performance of all telecom service providers in accordance with the agreed quality of service targets and take necessary action.
  3. Work in liaison with all engineers from telecom service providers to ensure that network performance measurements are carried out.
  4. Keep an updated log of all quality of service issues
  5. Carry out equipment type approvals.The desired candidate must possess the following qualifications and experience:

  • Must have at least 3 years of work experience in network Key Performance Indicators measurements and interpretation
  • Must have good working Knowledge of SS7 signaling(CAP,INAP,MAP, ISUP,SIGTRAN)
  • Be flexible to work on shift or odd hours.
