RegulationsTariff Regulation forms part of the core mandate of the Authority.
Tariff [price] regulation entails the prescription of guidelines on
how to determine fees to ensure competitive and affordable pricing
structures for postal and telecommunications operations.
These guidelines attempt to relate how much it costs
to offer the postal and telecommunications service, at a particular
level of quality and quantity; for telecoms it includes how much it
costs to bill and collect necessary revenues from subscribers and
interconnecting operators, while for postal, how much it costs to handle
a postal item from receipt from the sender to delivery to the
addressee. The element of prices has significant bearing on the
development of Universal Services and general economic development
hence MACRA's regulatory intervention is critical. |
